My approach would be rather than be the 1756th Council to declare a climate emergency, which would have zero impact on the body politic or even the public, adopt a different approach: be the first Council in Australia to define the issue as not just an environmental problem but a financial one. The ability of property owners to insure their properties & thereby for banks to lend money for them needs to be classified as a strategic risk for Nillumbik. A Shire with so much land covered by a BMO (bushfire management overlay) justifies this approach. This then drives policy formulation & decision making.

Council operations can achieve carbon neutrality by 2024 by advancing the solar
farm in Plenty. Council actions can include education and promoting sustainability as
a point of difference for local business.
